Assistant Public Defender 4 (Common Pleas) - Trumbull
The Office of the Ohio Public Defender (OPD) is seeking an organized, dedicated and mission-driven leader to serve as a supervising attorney in our Trumbull County Public Defender Office. The Trumbull County Office provides criminal defense representation to clients who cannot otherwise afford an attorney in the courts in Trumbull County. The chosen candidate will directly supervise the Trumbull County Office’s three Common Pleas attorneys (Assistant Public Defenders representing indigent clients in felony criminal cases) and maintains a complex felony caseload as lead attorney or co-counsel representing indigent trial-level clients. The supervising attorney also works with the Common Pleas Court team to build and maintain productive working relationships with judicial and court staff and the OPD office.
A successful candidate for this position will possess strong leadership abilities, excellent communication skills, a familiarity with applicable court staff and local procedure, experience in the teaching and mentoring of less senior attorneys, and a strong legal acumen.
Essential duties of this position, which is classified as an Assistant Public Defender 4, include but not limited to:
  • Serves as supervising attorney in Trumbull County Office
  • Directly supervises three Trumbull County Office Common Pleas court attorney staff
  • Works with the Common Pleas team to build familiarity with judicial and court staff
  • Coaches & develops staff (holds team meetings & one-on-one meetings; sets meaningful goals & provides support; completes timely performance evaluations)
  • Recommends personnel for hire (screens & interviews applicants)
  • Represents indigent criminal defendants as co-counsel or lead-counsel at the trial level
  • Corresponds & meets with clients to explain legal strategies
  • Corresponds with clients regarding their legal issues & incarceration
  • Assists external public defenders & members of private bar in researching complex legal issues & renders legal advice.
  • Appears in public & private settings on behalf of the State Public Defender to discuss law & policy
  • Performs other necessary related legal & administrative work as directed by Senior Assistant Public Defender, Deputy Director, Assistant Director or State Public Defender

Admission to Ohio Bar pursuant to Section 4705.01; licensed to practice law for minimum of 5 years; 5 years criminal law experience; prior to appointment as appellate counsel for an indigent defendant in a capital case pursuant to Appt.Coun.R. 5.02 & 5.03, an attorney shall obtain certification from the Commission on Appointment of Counsel in Capital Cases.

Note: Temporary Certification for Practice in Legal Services, Public Defender, and Law School Programs may be accepted in lieu of License to practice law in State of Ohio pursuant to Gov. Bar R. IX of the Supreme Court of Ohio.

Ability to deal with many variables & determine specific action; calculate fractions, decimals & percentages; prepare & review pleadings, briefs, motions & memoranda; gather, collate & classify information about data, people or things; handle most complex & difficult & novel cases, most without precedents, involving significant risks, personal pressure & unusual attention to detail; establish good rapport with clients & their families &/or work cooperatively with county public defenders & member of private bar; prepare & deliver training seminars for legal professional; draft policies training & legislation in area of criminal law; handle sensitive contacts with legislative liaison, county public defenders, members of private bar & representatives of federal, state & local governments regarding criminal law & representation of criminal defendants; prepare & deliver public speeches; draft qualifications & standards of conduct for county public defenders & appointed counsel systems.
