Administrative Services Manager
The Office of the Defender General (ODG) is seeking an Administrative Services Manager II to join the department’s management team. The ODG provides constitutionally and statutorily required representation to needy persons charged with crimes and other parties in Family and Civil cases. Since 1972, the ODG has evolved into a complex service delivery system consisting of two separate programs, Public Defense and Assigned Counsel. There is a central office and seven county staff offices with over 70 employees. In addition, the ODG manages over 100 contractors under both programs, and more than 100 ad hoc counsel handling conflict cases. In total, the ODG handles approximately 20,000 cases each year.
This management position oversees the financial operations and administrative services functions for the ODG and is responsible for areas such as budget development, preparation, and maintenance. This includes preparing annual budget projections and contingency planning, analyzing special patterns and advising the Defender General and other members of the management team about potential problems and needed adjustments, reviewing past expenditures for particular line items, and projecting future needs. The position responds to inquiries from legislators and their staff, other state agencies and members of the criminal justice system, contractors and clients. In addition, the Administrative Services Manager represents the department in budget preparation and justification before various bodies, including the legislature’s appropriation committees, as directed by the Defender General.
This position is also responsible for contract administration, property and space management, overseeing procurement of goods and services, safety and security issues, reviewing organizational structure, supervision of the department’s Financial Specialist III and co-supervision of three Legal Assistants. As part of the department’s management team (which includes the Defender General, Deputy Defender General, Project & Program Manager, and HR & Special Counsel), this position assists in performing short- and long-range planning to achieve ODG goals and objectives and reports directly to the Defender General. The Administrative Services Manager may also help with department-wide trainings and events as needed.
The ideal candidate is positive, self-motivated, resilient, patient, assertive, able to work under pressure to meet deadlines, and able to handle a diverse community of personalities and opinions. The ideal candidate will also have excellent verbal and written communication skills and bring technical proficiency in the use of Microsoft Office software including Excel, Outlook, Teams and SharePoint. A sense of humor can be helpful. This position will be an on-site position based in our Montpelier, Vermont office with the ability to work from home on occasion. This position will allow for one-on-one training opportunities with the previous incumbent.
Salary: $61,963 - $97,156. This is an exempt, pay grade 26 managerial position with State benefits. The State’s total compensation package features an outstanding set of employee benefits including:
