The Office of the Defender General (ODG) is seeking an experienced and motivated Financial Director & Administrative Services Manager to lead the financial operations of our collegial department. This management position operates with considerable independence, reporting directly to the Defender General, and is responsible for all budgetary and financial functions for the ODG.
The ODG provides constitutionally and statutorily required representation to needy persons charged with crimes and other parties in Family and Civil cases. In addition to the ODG’s Central office in Montpelier, the ODG maintains seven county staff offices with over 75 employees. The ODG also manages over 100 contractors and more than 100 ad hoc counsel handling conflict cases.
In this management position you will have responsibility for overseeing all fiscal operations and administrative services functions for the ODG. In this role, you will be responsible for the ODG’s budget development, preparation, and maintenance, including preparing annual budget projections and contingency planning, analyzing special patterns, and advising the Defender General and other members of the management team about potential problems and needed adjustments, reviewing past expenditures for particular line items, and projecting future needs. As the Financial Director, you will also assist in performing short and long-range planning to achieve the ODG’s goals and objectives.
You will also serve as the primary financial liaison for the ODG, including responding to inquiries from legislators and their staff, other state agencies and members of the criminal justice system, contractors, and clients. You will also use your advocacy skills and financial expertise to represent the ODG in budget preparation and justification before various bodies, including the legislature’s appropriation committees, as directed by the Defender General.
In this role you will also have a significant supervisory role, and you will be tasked with supervision of the department’s Financial Specialist III and co-supervision of three Legal Assistants. You will also be part of the ODG’s collaborative and dedicated management team, which includes the Defender General, Deputy Defender General, Project & Program Manager, and HR & Special Counsel.
You will also support the department by taking responsibility for: contract administration, following the State of Vermont’s contracting procedures, including for the department’s extensive conflict counsel contractors; property and space management; overseeing procurement of goods and services; safety and security issues; and reviewing organizational structure and policies and procedures. You may also assist with department-wide trainings and events as needed.
In this role, you will have the opportunity for one-on-one training with the previous incumbent as needed. This position is based in our Montpelier, Vermont office with the ability to work from home on occasion, consistent with the needs of the department.
