The mission of the Orleans Public Defenders Office is to fight for our clients by providing excellent client-centered representation, reforming the system, and partnering with the community.
Orleans Public Defenders is seeking a full-time Conflicts Panel Administrator.  The Conflicts Panel Administrator will coordinate with (1) private attorneys, who have entered into a contract (Contract Panel Attorneys) with OPD to represent adults and children in criminal, juvenile and municipal court (2) OPD staff attorneys who are conflicted off of cases; and (3) conflicted clients (and their families or loved ones) whose cases are waitlisted.  When Orleans Public Defenders main office cannot assume representation of an indigent defendant due to a legal and/or ethical conflict, the Conflicts Administrator will work with OPD’s leadership team to determine legal conflicts of interest and assign or reassign the case appropriately, manage the administrative functions of the role as well as organize and maintain the unit’s records.  The Conflicts Panel Administrator will also monitor the client waitlist under the current Restriction of Services Plan and all necessary protocols therein, including notification and assignment.
      Conflict Panel Assignments:
  • Confer with OPD leadership regarding conflict determinations and/or make conflict determinations on new and existing cases. 
  • Assign cases to Panel attorneys, as necessary.
  • Serve as the point person with the judges and their respective staff at Juvenile Court and the Louisiana Center for Children’s Rights (LCCR) regarding cases needing conflict counsel.
  • Update and keep current attorney assignments in Defender Data.
  • Receive and transfer conflict case file(s) to Panel attorneys, in accordance with OPD file retention policies.
      Conflict Panel Administration:
  • Recruit and hire Panel Attorneys under the direction of the Chief Defender. This includes posting job announcements, screening applications, interviewing, and conducting reference checks.
  • Under the direction of the Chief Defender, prepare and update Panel contracts, and forward contracts to private attorneys vetted and approved for the Panel.
  • Explain to the Panel OPD’s reporting requirements and payment policies and procedures.
  • Enforce OPD’s reporting requirements and payment policies and procedures with the Panel using the sanctions clearly laid out in the signed contracts.
  • Under the direction of the Director of Administration and the Chief Defender, maintain adherence to all relevant State of Louisiana administrative standards for the administration of the contract panel.
  • Under the direction of the Director of Administration and the Chief Defender, maintain adherence to all relevant performance standards, as promulgated by the Louisiana Public Defender Board.
  • Collect and review monthly timesheets of Panel Attorneys to prepare invoices for Panel payments.
      Case Management Data Entry and Case File Management:
  • Accurately enter all new conflict case and client information into Defender Data.
  • Continuously update conflict client and case information on Defender Data.
  • Maintain and update the panel lawyer database with current assignments, contract and contact information.
  • Assist in the development of additional database(s) necessary to track and report conflict data.
  • Assist in the preparation and/or prepare conflict case reports requested by OPD management, staff or funders.
  • Prepare and catalogue closed conflict case files for long-term remote storage.

The candidate should possess the following:
  • 4-year degree in related field of study (Juris Doctorate preferred)
  • 3 years of progressive experience in a legal environment
  • 3 years of proven experience in an office administrator, office manager, administrative assistant or similar role
  • Excellent organizational and leadership skills
  • Familiarity with New Orleans courts and criminal justice reform
  • Strong professional written and oral communication skills
  • Ability to make a 2-year commitment to the position
